Emergency services have been searching the rubble left behind on Hinckley Road, while Leicestershire Police said five people have been killed and another five are injured.
Mrs Ragoobar, 46, 18-year-old Shane and Sean, 17, have not been seen since the building was engulfed in flames.
They lived in the flat with Mrs Ragoobar’s husband and their youngest son Scotty, 15.

Her brother Krishna Rungen, 69, said that Scotty was pulled from the rubble and is in hospital, where he is being looked after by his father.
But the rest of the family has not been seen since the incident.

Mr Rungen said: ‘My brother-in-law’s wife, who is my sister, and the older two boys are still missing.
‘We’ve been waiting since seven o’clock last night and they don’t even know where the bodies are or whether they are injured or not.
‘As I understand the 15-year-old was pulled out by a passerby and he’s was alright, he’s got a few cuts but he’s ok.

‘He is in a daze, he said his mum and his brothers were watching TV and then the next thing he knows bricks were falling over him, and then it was pitch black.
‘He was crying for help and somebody just pulled him out of the rubble and wrapped him in a blanket and took him to the hospital.’
Earlier, Leicester city mayor Sir Peter Soulsby told the Leicester Mercury a ‘young lad’ was among the victims of the explosion.
In a statement, police said: ‘Emergency services are continuing the search and rescue operation this evening, Hinckley Road remains closed in both directions between the junctions of Woodville Road and Westcotes Drive Road, we thank you for your continued patience.’

Police declared the explosion a ‘major incident’ and firefighters launched a search and rescue operation after members of the public heard the explosion and called 999.
Dramatic photos and videos posted on social media show witnesses standing on the other side of the road in shock while police officers frantically cordon off the area.

Fire crews said the building, consisting of the shop and a flat above, suffered a ‘pancake collapse’ due to the fireball.
Debris was blasted across the road as the building, which is in a terrace of shops, was completely destroyed.
