In addition, the 35-year-old is charged with robbery after a .22 calibre rifle and ammunition were stolen from a 1066 Target Sports facility in the town.
The theft happened hours before the women were shot dead on Friday evening, Sussex Police said.
Savage, of no fixed abode, has been remanded in custody to appear at Brighton Magistrates’ Court via videolink on March 20.
Ms Whitbread’s pregnant daughter Raven, 24, and her friend were unhurt after they were led to safety by armed police following the shooting in Bexhill Road.
The Whitbreads are originally from Islington, north London, and lived in Wales before moving to St Leonards in 2008.
In a tribute released on Sunday, their family said: ‘Heather and Michelle were both beautiful people that filled our family with laughter.

‘They were both special, generous and kind people who loved life, but most of all their family.
‘They will both be sorely missed leaving a gap that can never be filled.
‘We now just wish to be left to grieve in private as a family.’
