New car headlights are temporarily blinding drivers, the RAC has warned.
Even if modern headlamps are dipped, two thirds of drivers told a RAC survey they are ‘regularly dazzled’ by oncoming cars.

A huge 67% of 2,061 motorists surveyed complained it can take up to five seconds for their sight to clear, and 10% claiming it takes 10 seconds to return to normal.
And 15% said other drivers using full-beam headlights caused them to have a near-miss
RAC road safety spokesman Pete Williams told the BBC: ‘The intensity and brightness of some new car headlights is clearly causing difficulty for other road users.
‘Headlight technology has advanced considerably in recent years, but while that may be better for the drivers of those particular vehicles, it is presenting an unwanted, new road safety risk for anyone driving towards them or even trying to pull out at a junction.’

UK headlights are regulated through the EU, which in turn adheres to The UN’s World Forum for Harmonization of Vehicle Regulations.
The issue of bright headlights is being discussed next month at the UN.
